EPA The original link I had in mind seems to have gone. However,
on this US EPA site, under the title "Plain English Reports", there
are several very interesting papers, some prepared by the US EPA and some
external. All look to be very interesting. This site seems to be under development
now. You may find the following paper by Dasgupta, listed there, very useful
as a guide to environmental economics.
